Enterprise conversational AI has reached an uneasy middle ground. Most organizations have moved past the question of whether to build and well into the harder, less glamorous work of making their AI programs hold up under compliance scrutiny, at scale, and with genuine confidence from responsible stakeholders. In other words, the market is growing fast. The conviction behind it? Less so.

To find out what’s actually happening on the ground, we surveyed 30 enterprise-level decision-makers across finance, healthcare, retail, government, and telecom, with titles ranging from director to C-suite and roles spanning technical, product, and customer operations.

What they told us challenged several assumptions that have shaped the conversational AI market in recent years. For example, control now outranks capability as the top concern, with deployment complexity barely registering. And the industry pushing hardest for on-premise deployment control isn’t financial services or even healthcare. It’s retail.

Below are the five findings that stood out most from our research — and what they can tell us about the state of the conversational AI market today.

1. Enterprises are scaling faster than their confidence can keep up.

Most surveyed enterprise leaders (67%) are actively expanding or scaling their conversational AI solutions. But their average confidence in AI's ability to handle complex conversations sits at just 4.37 out of 7. That’s around 62%, or barely a passing grade. Of the 20% who described themselves as “skeptical” of AI capabilities, nearly all are scaling their AI programs anyway.

This isn’t a contradiction so much as it is a careful calculation. Customer expectations for self-service have risen dramatically. Meanwhile, competitors are building, and contact center economics aren't getting easier. The case for conversational AI is strong enough to keep even doubtful leaders pushing forward.

But scaling without confidence also has its consequences. Organizations moving fast without clear governance frameworks and measurement infrastructure are accumulating technical debt that can compound quickly. The enterprises best positioned to succeed don’t actually need to be the fastest. They need to build deliberately, with governance and measurement baked in from day one.

2. Control has replaced capability as the top concern.

When asked to rank their main challenges, 60% of respondents put "black box" issues or compliance concerns at the top of the list — ahead of integration complexity, resource constraints, and deployment difficulty. Nearly all respondents (93%) said AI transparency is "very important" or "critical," and 43% said they won't deploy without it.

What’s equally striking is what didn’t top the list. Deployment complexity, long treated as the primary obstacle in enterprise AI, was cited as the #1 challenge by only 3% of respondents. And internal resistance ranked dead last, with nearly half of respondents placing it at the very bottom. That inverts a common assumption in enterprise tech, where organizational buy-in and change management are considered critical roadblocks.

This reflects something important about where the market has matured. Enterprises today are less focused on whether their AI is smart enough, and more focused on whether they can understand, govern, and stand behind what it does. Architecture decisions made early around transparency, auditability, and explainability can have longer-lasting consequences than feature decisions made later, so it’s vital to solve for trust before capability.

3. Deployment control has emerged as a strategic business requirement.

Two-thirds of respondents (66%) consider on-premise or own-cloud deployment either "very important" or "essential." Half are driven by regulatory or security mandates. The other half simply prefer it, independently of any formal compliance obligation.

That distinction matters. It means that, for a growing number of enterprises, deployment control has evolved into a strategic business requirement in its own right, not just a response to external regulatory pressures. 

The most striking example is that 89% of retail respondents require on-premise or own-cloud deployment — a higher rate than both financial services (75%) and healthcare (44%). Most would assume retail has the greatest flexibility and the fewest formal regulatory mandates around AI deployment compared to more heavily regulated industries, and yet it’s where data sovereignty and performance reliability have become core demands.


4. Performance measurement is where the AI journey most commonly breaks down.

Achieving performance metrics is the most commonly cited pain point across the AI journey, outpacing deployment difficulty by nearly 3:1. Instead of asking for more powerful technology, enterprise leaders are seeking clearer benchmarks, more realistic expectations, and better guidance on what "good" actually looks like in practice.

Meanwhile, response accuracy tops the list of critical metrics at 90%, a full ten percentage points above compliance adherence (80%) and well ahead of automation rate (63%). That gap is telling. While maximizing the volume of conversations AI can handle dominates much of vendor marketing, enterprises are actually focused on ensuring the conversations it does handle are managed properly.

That suggests organizations without a metrics framework in place are finding they can’t identify issues as they scale, let alone fix them. Getting performance measurement right is a design decision, and it’s one that’s easier to make at the start of an AI build rather than trying to retrofit it later.


5. Most enterprises are choosing hybrid AI architectures.

When it comes to how AI should be designed, most respondents (63%) prefer hybrid architectures that combine LLM flexibility with deterministic logic. Only 13% currently opt for fully agentic systems.

This reflects a specific, informed judgment about where each approach adds value. LLMs excel at understanding intent and handling the natural variation in how people communicate. Deterministic logic is better suited to the parts of a conversation where variance is unacceptable, such as compliance-sensitive flows, transactional steps, and escalation paths. Each approach has a job, and hybrid architectures enable you to assign them deliberately.

The fully agentic path doesn't eliminate the governance problem. It simply moves it to a different part of the stack, where tooling, benchmarks, and organizational readiness are still catching up. For most enterprises today, hybrid offers a more manageable path to production-grade control.

That said, the 13% who prefer fully agentic systems are worth watching closely.
